The RAW aluminum finish has this brushed/scratched effect.
It shows signs of use, the most evident being where the PROPAIN sticker is located (which can be easily changed). As can be seen, it is not due to an impact but it got scratched. The scratches on the GX Eagle derailleur were caused by another bicycle.
