It is a Silkroad model, a shock absorber is integrated into the steering column, it can be locked or activated by turning the dial on the steering axis.

This system was used by Cannondale in the 90s on Paris-Roubaix.
The handlebar is flat but originally the bike is equipped with a road bike handlebar.
