The bike has been tuned more than it has been ridden. I work as a mechanic and built the bike this way for myself. I chemically stripped the paint from the frame and polished it myself over weeks of work. There is no clear coat on it, only wax. The cranks are sanded down on the visible side to match the frame. Why no paint? - I simply find bare metal timeless; furthermore, it is lighter and you can spot potential cracks better. The frame should be re-polished every one to two years if you want it to shine (though you don't have to! It will simply become matte over time).
