It's called ano blast where the banded areas are sandblasted then anodized with a custom green/blue speckled color with bronze graphics. New Zealand Silver fern is also anodized on the top tube but can be removed with some maroon scotchbrite pad if preferred. The wheels are a custom build I9 wheelset with bronze Solix SL hubs with re-build freehub and special grease to quiet the hub during freewheeling to almost silent.
