They are practically new, with some small scratches from use. There is a small dent on the side of the front wheel; it does not affect the wheel's performance at all, and you wouldn't even notice it unless you ran your finger over it several times.
The wheels have Vittoria tires with less than 150km of use; the front one is tubeless with a carbon hub, and the rear one has a Sram XX1 cassette.
